Industrial Enterprises in Tashkent Are Being Relocated Outside the City

In Tashkent, a programme has been launched to relocate industrial enterprises outside the city in order to reduce environmental pressure and improve air quality. The work is being carried out by a special commission in accordance with an approved document providing for the relocation of enterprises with high levels of environmental pollution.

According to experts, the relocation of a single industrial facility will reduce emissions in the capital by more than 226 tonnes per year.

Based on substantiated proposals and in cooperation with relevant organisations, it is planned to relocate asbestos and cement industry enterprises, leather and footwear manufacturing, poultry farming, ferrous and non-ferrous metallurgy, as well as other energy-intensive industries from Tashkent, Nukus and regional centres.

Currently, there are 87 enterprises in Tashkent whose activities fall under these requirements. Their relocation is planned to be carried out in stages, subject to the modernisation of production facilities and alignment of technological processes with modern environmental standards.

As part of the programme implementation, the special commission conducts regular inspection raids at industrial facilities. In particular, the activities of JSC “Uzvtorsvetmet”, specialising in the collection, processing and production of secondary non-ferrous metals, were inspected in the Southern Industrial Zone of the Yangihayot district. The enterprise is classified as a Category I environmental hazard facility.

Following the inspection conducted in October 2025, cases of environmental pollution were identified. A mandatory order was issued to the enterprise, and compensation for environmental damage in the amount of 18 billion 91 million 717 thousand 137 soums was imposed.

Based on the decision of the special commission and the orders of the National Committee for Ecology and Climate Change, the enterprise will be relocated to the industrial zone of the Jizzakh region and will cease production activities in the Yangihayot district of Tashkent.

Using the provided benefits for compensation payments, outdated and environmentally hazardous smelting furnaces will be dismantled and disposed of. In the future, the enterprise will continue operations using new, more advanced equipment fully compliant with modern environmental requirements.

It is expected that the measures taken will prevent atmospheric emissions of an average of about 226.7 tonnes of pollutants per year, contributing to a significant improvement in air quality in the Yangihayot district of the capital.

Earlier, we reported that, according to a presidential decree, the construction of harmful and energy-intensive enterprises has been prohibited in Tashkent, Nukus and regional centres since 2025, while existing ones will be relocated gradually.
