Uzbekistan will simplify the issuance of permits for the start of construction and acceptance of construction projects

During the presentation, proposals were considered to simplify public services provided in the field, reduce bureaucracy in permitting procedures, digitalize the supervision of construction projects and reduce the human factor.
— Reducing the time for submitting and considering an application
Currently, 8 documents are required to obtain permission to begin construction. In some cases, this process takes from 3 to 12 months. In this regard, it was proposed to stop requesting 2 documents, and to generate 2 more documents automatically through digital integration. As a result, 7 times less time will be spent on submitting and considering an application, and unnecessary red tape for customers will be reduced.
According to the new procedure, the processes of issuing a design permit and architectural planning assignment will be combined into a single document. This process will be carried out automatically through the ShaffofAI system, eliminating the human factor. As a result, the procedure, which previously took up to 30 working days, will be fully automated.
— Reducing the period for obtaining a license
A new procedure for licensing design, survey, construction, contracting and expert organizations will also be introduced. Today, when submitting an application, you need to attach from 3 to 30 documents, and a decision takes up to 14 working days. In the proposed system, data will be checked automatically through electronic databases, and the requirement to attach documents will be canceled. The time required to obtain a license will be reduced from 14 working days to 5 minutes, and the decision-making process will be accelerated by 97%.
— Simplification of the process of acceptance of construction projects
It was noted that last year more than 20 thousand applications in this area were rejected for various reasons. Customers are forced to spend from 1 to 3 months to eliminate deficiencies.
Now, when accepting government facilities, the number of required documents will be reduced from 3 to 1. Conclusions of technical and architectural supervision, declaration of conformity and other data will be generated through digital systems. Thanks to this, the acceptance period for objects will be reduced from 2 months to 15 days.
In addition, the practice of refusing to accept a facility due to architectural or planning changes that do not affect the strength and fire safety of the building will be reviewed. In such cases, it will be possible to accept the object with the introduction of point corrections.
