Water supply and sanitation improvement programs in Uzbekistan: project overview and public engagement

Uzbekistan, like many other countries, faces challenges in the field of water supply and sanitation. In order to provide the population with high-quality drinking water and sanitary living conditions, the Government of Uzbekistan is actively implementing targeted programs aimed at improving the water supply and sewerage infrastructure. In this publication, we decided to bring together disparate information about the projects for readers. This information will help citizens understand when and where it is planned to provide water, as well as focus on monitoring the quality of project implementation. Water supply projects are carried out at the expense of budgetary funds or at the expense of loans.

Budget funds. Decree of the President of the Republic of Uzbekistan No.PP-343 dated 10/24/2023 "On additional measures to further improve the drinking water supply and sewerage system" defines programs to improve water supply and sewerage systems in 2024-2026.
According to the Decree, 813 mahallas have been identified in the context of regions whose water supply is in serious condition. Of these, water supply will be improved in 590 mahallas within the framework of target programs of Uzsuvtaminot JSC, in 130 mahallas within the framework of projects of the state social order of the Ministry of Housing and Communal Services, in 93 mahallas within the framework of the local and initiative budget by local khokimiyats.

In particular, within the framework of the projects of Uzsuvtaminot JSC, 76 projects (67 of which will be commissioned in 2024) on water supply and sewerage in 83 makhallas and a number of settlements totaling 6.8 trillion soums will be implemented at the expense of the state budget in 2024. A summary table of these projects in the context of mahallas according to the data of Uzsuvtaminot JSC can be found here.

As part of the projects of the state social order, the Ministry of Housing and Communal Services in 2024 will implement projects in 35 mahallas for drinking water supply, namely, desalination plants worth 11.6 billion soums will be installed in 26 mahallas of 8 regions, and drinking water supply worth 50 billion soums will be provided in 9 mahallas of 6 regions. A summary table of these projects in the context of mahallas according to the data of the Ministry of Housing and Communal Services can be found here and here.

At the expense of credit funds. Uzsuvtaminot JSC, with the participation of International Financial Institutions, implements projects in 1,656 mahallas of 63 districts and cities of the republic for a total amount of 2.35 billion US dollars, 1.98 billion US dollars of which are loan funds of these MFIs. The completion of 4 projects is planned this year. A summary table of these projects in the context of mahallas according to the data of Uzsuvtaminot JSC can be found here.
Ensuring transparency and efficiency in the implementation of government projects plays a key role in ensuring the interests of citizens. One of the powerful tools for achieving this goal is the active participation of the population in public monitoring of the progress and results of projects. In this regard, every citizen can get acquainted with drinking water supply and sewerage projects that are being implemented in their home districts, cities and mahallas, study the instructions for public control and report violations to the telegram bot.
